I'm not a lawyer and I don't even play one on TV, but my reading of this as it pertains to dog rescue says:
- Rescue organizations and people rescuing animals are covered.
- Some sort of permit is required prior to bringing EACH dog into the state.
- The dog needs a health certificate and rabies certificate.
- The dog must be "current" on most typical vaccinations, notable however, are two vaccinations typically in the "non-core" category, Leptospirosis, and Infectious Tracheobronchitis (commonly called Kennel Cough).
- The dog must have a current Heartworm, Lyme and ehrlichiosis test with the results noted on the health certificate.
- The dogs have to be quarantined for 48 hours (more if they are young) in a facility meeting standards described elsewhere.
