Odin's Law already is Law in Maine

Apparently Odin's Law (and more) actually is the rule of the State of Maine.  Click here for the Rules.  (Requires Word, or Open Office or a Word reader to open)

I'm not a lawyer and I don't even play one on TV, but my reading of this as it pertains to dog rescue says:
  1. Rescue organizations and people rescuing animals are covered.
  2. Some sort of permit is required prior to bringing EACH dog into the state.
  3. The dog needs a health certificate and rabies certificate.
  4. The dog must be "current" on most typical vaccinations, notable however, are two vaccinations typically in the "non-core" category, Leptospirosis, and Infectious Tracheobronchitis (commonly called Kennel Cough).
  5. The dog must have a current Heartworm, Lyme and ehrlichiosis test with the results noted on the health certificate.
  6. The dogs have to be quarantined for 48 hours (more if they are young) in a facility meeting standards described elsewhere.
I know GSP rescue follows similar rules/regulations/laws in Massachusetts.  I'm fairly certain they are unaware of them in Maine.
